Job Title: Workplace Health, Safety and Environment Manager (WHSE Manager)
Reporting to: WHSE Business Manager
Location: Egypt, Cairo – Kozzika

Mission of the position
To lead the safe and successful implementation of CAF’s Workplace Health, Safety and Environment (WHSE) management system in Egypt. The position ensures legal compliance, risk prevention, a strong safety culture, and continuous monitoring of WHSE practices across operations.
Functions and responsibilities
- Lead WHSE system implementation and ensure compliance with Egyptian legislation and CAF corporate guidelines.
- Identify and monitor all WHSE legal and contractual obligations in the project.
- Conduct risk assessments to reduce or eliminate hazards across business activities.
- Investigate accidents, incidents, and near-misses; develop corrective and preventive actions.
- Establish and maintain WHSE plans and inspection calendars.
- Lead internal audits, ensure documentation and certification readiness.
- Promote WHSE culture and ensure team communication and awareness.
- Coordinate with project teams and subcontractors to ensure WHSE compliance.
- Deliver WHSE training including job-specific and induction programs.
- Supervise the use and distribution of personal protective equipment (PPE).
- Ensure ongoing monitoring of WHSE performance indicators (KPIs) and reporting.
- Support continuous improvement initiatives and lessons learned across the project.
- Participate in weekly planning and coordination meetings.
- Engage with internal and external stakeholders to promote proactive WHSE involvement.
Education required
- Official Master’s Degree in Occupational Health and Safety (with 3 specializations)
OR
NIOSH Basic OHS Technician Training (minimum requirement)
Degree in Environmental Sciences or related Master's degree
Required professional experience
- Minimum 3 years of experience in a similar WHSE Manager role.
- Experience in civil works and/or railway sector is highly preferred.

- In-depth knowledge of WHSE legislative requirements and Egyptian labor standards.
- Familiarity with CAF safety procedures and safe work systems.
- Experience in audits, inspections, and safety compliance reporting.
- Ability to lead WHSE initiatives and develop internal procedures and training.
- Proficiency in Microsoft Office (Excel, Word).
- English level C1 or equivalent (spoken and written).
- Spanish is a plus.
- Availability for training in Spain for 4–6 months.
