CAF Israel is seeking a Financial Controller to take ownership of financial control and reporting across multiple Special Purpose Companies (SPCs) within large-scale infrastructure concessions. The role operates in complex, long-term projects (e.g., rail), with direct exposure to government entities, lenders, contractors, and international headquarters.

This is a hands-on role with full responsibility for financial reporting integrity, control processes, and operational finance execution within established project finance structures. The position offers broad exposure to project finance environments, multi-entity management, and contract-driven cash flows, while working closely with senior internal and external stakeholders.

Key Responsibilities:

 

Financial Reporting & Control

  • Prepare and deliver financial reports for headquarters, public sector clients and lenders
  • Support reporting to Boards/ExCo and the lenders technical advisor
  • Track SPC budgets and preparing drafts for annual budgets
  • Ensure accuracy, consistency, and transparency of financial data across SPCs

 

Accounting and Bookkeeping

  • Oversee accounting and bookkeeping across SPCs, including financial statements (IFRS/Israeli GAAP) and bank account management
  • Manage outsourced accounting providers; review and validate outputs
  • Maintain full ownership of financial statements and reporting integrity

 

Tax & Regulatory Compliance

  • Manage ongoing tax matters in coordination with external advisors and tax Authority
  • Ensure timely filings and ongoing regulatory compliance

 

Commercial and Financial Activity (ongoing basis)

  • Managing the ongoing commercial activity vis-à-vis the Ministry of Transport/NTA
  • Coordinate debt drawdowns and controlled allocation of funds
  • Manage settlements with subcontractors and suppliers
  • Monitor compliance with financial obligations (covenants, guarantees)
  • Track financing costs (interest and fees) and perform ad-hoc financial analysis

 

Qualifications & Experience

  • CPA with a degree in Accounting/Finance
  • 5–8 years of relevant experience
  • Solid experience in financial reporting, accounting, and tax within the Israeli regulatory framework. Strong familiarity with IFRS/Israeli GAAP
  • Exposure to SPCs, project finance structures, or concession-based projects – advantage
  • Experience working with multiple stakeholders, including international teams – advantage
